Transmission Service
In compliance with the Federal
Energy Regulatory Commission Orders No. 888 and 889, Black Hills
Power, Inc. filed it’s original Federal Energy Regulatory
Commission Open-Access Transmission Tariff in 1994.
Black Hills Power, Basin Electric Power Cooperative, and
Powder River Energy Corporation submitted for filing with the FERC a Joint Open Access Transmission Tariff (JOATT) which provides transmission service over their combine 230 kV and
limited 69 kV transmission facilities within the Common Use Area
of Southwestern South Dakota and Northeastern Wyoming.
The JOATT also provides for the transmission
service associated with the 200 MW AC/DC/AC converter tie facility
located at Rapid City, South Dakota. This facility is jointly owned
by Black Hills Power and Basin Electric Power Cooperative.
The Western Area Power Administration – Rocky Mountain Region
(Loveland Office) provides the Tariff OASIS Management for the Joint Open Access Transmission Tariff. The Common Use System OASIS information is located on the
WACM OASIS home node at www.oatioasis.com. It is listed as “Common-Use-System
(BEPC BHP PREC) BHBE”.
Black Hills Power is the Tariff Administrator for the Joint Open Access Transmission Tariff
and handles all requests for long term Network and Point-to-Point
transmission service and WACM handles all requests for non-firm
and short-term Point-to-Point transmission service under the Joint Open Access Transmission Tariff.
